If you have the title signed off to you and you buy insurance on the vehicle, you can go to the DMV and register the car in your name. They will give you a stamped yellow piece of paper, which is your temporary registration. With the yellow paper and proof of insurance, you can go to the police station to pay for the release certificate. Next, visit the impound lot to pay for towing and storage. If you don’t have the title in your name, only the registered owner can do all this. Show a valid driver's license. Only a licensed operator may drive away from the lot.
